Exploring how public land conflicts, such as the historic road "rights-of-way" debate in Colorado's Moffat County, are fought and resolved in the political arena will be the focus of the University of Colorado at Boulder School of Law's 11th annual Ira C. Rothgerber Jr. Conference. Titled "Constitutional Conflicts on Public Lands," the two-day conference will take place in the Fleming Law Building Jan. 30 from 8:30 a.m. to 5:45 p.m. and Jan. 31 from 8:30 a.m. until 2 p.m. All presentations are open to the public, and continuing legal education credit is available.

Federal Communications Commission Chair Michael Powell will deliver the keynote speech at the University of Colorado at Boulder School of Law's fourth annual conference on regulatory policy in the Internet age. Sponsored by the University's Silicon Flatirons Telecommunications Program, the conference, called "The Digital Broadband Migration: Toward a Regulatory Regime for the Internet Age," will be Feb. 8 - 9 in the law school's Lindsley Memorial Courtroom on the Boulder campus.

The Gay Lesbian Bisexual Transgender Resource Center at the University of Colorado at Boulder will feature two keynote speakers addressing issues related to HIV and AIDS on Jan. 20 and Jan. 22 on campus. Professor Mark Thrun of the CU Health Sciences Center will speak on the topic "Silence = Death Comes Full Circle: HIV and AIDS in 2004." The talk is on Jan. 20 at 7 p.m. in Ramaley Biology, room C250.

The executive vice president of merchandising and marketing of The Home Depot Inc., the second largest retailer in the United States, will speak to CU-Boulder Leeds School of Business students on Jan. 27. John Costello will speak at 3:30 p.m. in room 100 of the Mathematics Building on the CU-Boulder campus. The talk is part of the school's Profiles in Business and Society class which brings in top executives and entrepreneurial leaders to speak to students.

The inaugural Dr. Martin Luther King Jr. Symposium at the University of Colorado at Boulder, "Revitalizing the Spirit of Resistance, Activism and Service," will be held Jan. 18-20. The symposium will offer a variety of workshops and presentations on topics such as leadership, health, education and social movements. All events are free and open to the public.

Research Associate Hannah Gosnell of the University of Colorado at Boulder will lecture Jan. 14 on conservationists' efforts to restore and "rewild" the Southern Rockies ecoregion, which includes Colorado's Western Slope and parts of southwestern Wyoming and northwestern New Mexico. "Healing the Southern Rockies Ecoregion: What Will it Take?" will begin at 7 p.m. in the Chautauqua Community House at 900 Baseline Road in Boulder. The talk is part of the 2003-04 Chancellor's Community Lecture Series and is free and open to the public.

The basic chemistry of life processes and the wonders of giant telescopes will be discussed in January during two separate presentations at the University of Colorado at Boulder. The CU Wizards show "Biochemistry for Kids" will take place Saturday, Jan. 17, at 9:30 a.m. in Cristol Chemistry and Biochemistry, room 140. Then at 2 p.m. in Duane Physics, room G1B30, the CU-Boulder physics department will present "Telescopes, Spy Satellites and Video Astronomy" as part of its Saturday Physics Series. Both shows are free and open to the public.

The mysteries of black holes and the history of the space shuttle program will be discussed in January during Fiske Planetarium presentations at the University of Colorado at Boulder. "Black Holes and Relativity" will take place Thursday, Jan. 15, and Friday, Jan. 16, while "History of the Space Shuttle" will be held Thursday, Jan. 22. All presentations begin at 7:30 p.m. and admission is $5 for adults, $4 for students with valid ID and $3 for children and seniors.

The Natural Resources Law Center at the University of Colorado at Boulder's School of Law is offering a free compact disc of its new book on groundwater law in the West. The "Groundwater Law Sourcebook of the Western United States" provides an overview of the management and allocation issues that surround the use of groundwater in the West and a detailed explanation of groundwater law in each of the 11 Western states. The 86-page book also can be downloaded at no cost from the Natural Resources Law Center's Web site.

NEWS TIP SHEET CU-Boulder will hold two free open houses for the public at the Laboratory for Atmospheric and Space Physics facility in the CU Research Park in conjunction with NASA's two Mars Rover landings slated for the evenings of Jan. 3 and Jan. 24. The evening open houses at LASP's Space Technology Building will be held from 8 p.m. to 11 p.m. MST. Live NASA feeds will broadcast the landings. Landing time for the Mars Exploration Rover Spirit is expected at 9:25 p.m. MST on Jan 3. The Opportunity spacecraft is expected to arrive on Mars at 9:54 MST on Jan 24.
