Marlon Lynch is the Associate Vice Chancellor for Public Safety and leads CU Boulder’s DivisionÌýof Public Safety. Lynch’s career progression includes 30 years of police and public safety experience in the municipal and public and private campus environments to include health systems.Ìý
He received a bachelor’s degree in Criminal Justice from Michigan State University and earned a master’s degree in Criminal Justice from Boston University. He is also a graduate of the 216th Session of the FBI National Academy and the 256th Class of the Northwestern University School of Police Staff & Command.
He is an accomplished police and public safety professional who currently serves as the Chairperson and Commissioner for the Commissioned Agency on Law Enforcement Accreditation (CALEA) and is a past president of the International Association of Campus Law Enforcement Administrators (IACLEA).

Division of Public Safety includes the following departments:
The Flight Operations Department supports global unmanned aircraft systems (drone) flight operations, ensuring safety and compliance. The departments responsibilities include coordinating and receiving approval for operations from the Federal Aviation Administration and foreign governments.Advanced training specific to UAS operations is needed to operate safely in the global airspace system. We train CU crew-members for complex UAS operations including initial and advanced pilot training. The department is also responsible for airworthiness certification of CU Boulder designed drones with the FAA and foreign governments. Additionally the department also coordinates flight activity over all CU Boulder campuses.
The University of Colorado Boulder Police Department (CUPD) is a full-service,Ìýnationally accreditedÌýpolice agency providing community-based public safety services to a diverse community of 36,000 affiliates 24 hours a day, seven days a week, all year long. Every year the department responds to approximately 20,000 calls for service. Patrolling the campus by foot, bicycle, motorcycle, and vehicle, the CU Boulder police work diligently with the university community and surrounding agencies to ensure a prompt and coordinated law enforcement response. The members of CUPD are dedicated to providing the highest quality police services in order to enhance community safety, protect life and property, and reduce crime and the fear of crime. To do this, we pledge to develop a partnership with the community, to lead a community commitment to resolve problems, and to improve the safety and quality of life for all CU affiliates.
CU Boulder Emergency Management is a departmentÌýof the Division of Public Safety. Our primary function is to provide the planning and coordination of mitigation, preparedness, response, and recovery of natural and man-made disasters occurring on or near the campuses of CU Boulder. The work of emergency management is a cooperative effort among all aspects, departments, and divisions of the university including Police, Academics, Student Government, Facilities Management, Athletics, and local fire, law enforcement, and public safety agencies. Academic, social and sporting events are a major part of university life. Event Security & Emergency Management provides informationÌýpertaining to safety and security for hosting or attending events on the CU Boulder campus.
TheÌýDepartment of Threat Assessment ensures continuous monitoring and mitigation, provides consultation and intervention methods and maintains a comprehensive documentation repository for any instances of threatening or concerning behavior exhibited by faculty, staff or nonaffiliates to safeguard the well-being of our entire campus community and ensure a secure and supportive environment for all. The Department of Threat Assessment leads the behavioral intervention team and serves in a leadership role on the Â鶹ÒùÔº of Concern team. ÌýÌý
