Candice Bowen, director of the Office of Sexual Harassment Policy at the University of Colorado at Boulder, will take on expanded responsibilities as director of a newly formed Office of Sexual Harassment Policy and Labor Relations.
The appointment will be effective Sept. 30, 2002.
At that time, the new office directed by Bowen will be transferred to the Administration Division, headed by Vice Chancellor Paul Tabolt. The Sexual Harassment Policy Office was in Student Affairs, headed by Vice Chancellor Ron Stump.
Bowen will report to Tabolt on matters related to sexual harassment policy and to Zan Johns, director of human resources, for labor relations functions.
"Candice has been exceptional in her oversight of the Office of Sexual Harassment Policy," Stump said. "She has brought great credibility and confidence to a critical campus area. I am pleased to see Candice have an opportunity for an expanded role and access to the organizational resources that will allow her to fulfill the campus sexual harassment policy and labor relations roles."
Tabolt said he believes "it is imperative to maintain and enhance the sexual harassment policy function. We anticipate that the organizational change will broaden the office's impact and visibility."
Johns said she is looking forward to working with Bowen on the various labor relations issues that arise in a university setting. "Based on Candice's performance with the university, I'm confident that she will bring meaningful experiences to the labor relations role."
Bowen joined the Boulder campus in January 2001 after serving as the North American Human Resource Director for Marcus Evans, Inc., an international corporation.Ìý
Prior to working for Marcus Evans, she served as an administrative law judge for the Illinois State and Local Labor Relations Board. There she conducted hearings and drafted legal opinions that now are law in Illinois. As an administrative law judge, she was the ultimate fact-finder and neutral arbiter of labor relations disputes. She also conducted numerous investigations involving unfair labor practices.
Bowen also previously worked for the Chicago Housing Authority, where she participated in federal litigation involving sexual harassment and gender and race discrimination. She has appeared before numerous administrative agencies that enforce employment discrimination and sexual harassment laws including the EEOC and Illinois Department of Human Rights.
Bowen received her Juris Doctor degree from the DePaul University College of Law, where she graduated with high distinction. She received her bachelor's degree in sociology from the University of Iowa.
